EA Leather Sector Position Paper No. 1 – Harmonization of Hides & Skins Policy BM2
The proposed harmonization of hides and skins policy for East Africa incorporates policies on production and trade in hides and skins; branding; stakeholder engagement; tariffs and non-tariff barriers; and incentives. The proposed package builds upon the path that has proven highly successful in the aforementioned southern hemisphere countries. This position paper seeks to call policymakers in the East African countries to harmonize/develop and implement policy measures aimed at increasing the availability of quality hides and skins. This is fundamental if the quality of finished leather is to be enhanced necessary for the production of quality leather goods and footwear in the region.
The paper therefore aims to assess feasibility of implementing the harmonization of the hides and skins policy, and the expected impact on the leather sector by checking its compatibility with the regional and international trade legislations and compare the proposal to existing practices in the East African region. The paper also compares with previous industrial policy implementation in other developing countries.
